Few things worry an expatriate worker in Saudi Arabia more than hearing that their employer has filed a "Huroob" (absence from work / ta'meem) report against them. A Huroob can affect your legal status, your ability to work, and your right to stay in the country. What is Huroob?
Huroob is a report an employer files stating that a worker has stopped showing up for work and left without notice. Once registered, it can make your residency (Iqama) irregular and expose you to fines, detention, or deportation. Because the consequences are serious, the law also protects workers against false or retaliatory Huroob reports.
When is a Huroob report NOT valid?
An employer should not use Huroob to punish a worker who has a lawful reason to be absent or who is actually still available to work. A report may be challenged when, for example:
- You were never actually absent — you are still working or ready to work.
- The employer filed it in retaliation after you asked for unpaid wages or complained.
- You left for a lawful reason — such as unpaid wages, abuse, or unsafe conditions — after following the proper steps.
- The employer did not give you real work or a valid contract.
What should you do if a Huroob is filed against you?
- Do not disappear. Staying reachable and documented strengthens your case.
- Gather evidence that you were present or available to work: attendance, WPS salary records, messages, and witnesses.
- File an objection / amicable settlement request with the Ministry of Human Resources and Social Development (HRSD).
- If it is not resolved, the matter can be referred to the Labor Court to cancel the false report and claim your dues.
Can I transfer to another employer?
Under the labor reforms, a worker may in certain cases transfer services (naql khadamat) through the Qiwa platform — including situations such as unpaid wages or an unfair absence report — subject to the conditions and periods set by the regulations.
